How can I ignore Marital status for Male without adding other rows?
In the code template for the marital status column you can wrap the SRL content with a 'Insert Join' which will only put in the condition if a value is entered. You might be able to do the same with a conditional block.
but if the marital status is entered and the gender is Male i'll have no response!
This may be what you are looking for:
When "N/A" is selected "true" is placed in the condition of the rule:
if ((individual.gender = "Male") and
individual.salutation = "Mr.".

Just to clarify, the condition is never added if using what I mentioned above so you could always consider it true.
When you say the marital status is entered you mean on the table or in the object.
Take a basic sample project and you can test this out.
What Dixie provided below also works, but it requires you to cahnge the cell format so not sure if you wanted that or not. One thing there to note if you export/import your tables with excel you can't change the cell format between the export and import if I remember correctly.
